CDF is short for Constituency Development Fund. Through an Act of Parliament, the Government of Zambia was introduced into the CDF Act. The Constituency Development Fund was first established in Zambia in 1995 to fund micro-community development projects. The Act that guides the management and implementation of CDF has undergone several amendments over the years, the new and expanded scope of the CDF now looks at various others among others; Secondary School Boarding Bursaries, Youth and Women Empowerment grants, Loans and Community Projects.

WDC is short for Ward Development Committee. These committees are the grass root link between the communities and the Local Authorities, they are formed in each ward through an electoral process in which residents of each particular ward select representatives among themselves to pick community leaders who will represent them in the handling of the affairs of community developmen

The constituency Development Fund Committee is responsible for receiving the list from the Ward Development Committee within the constituency,  reviewing the project list received and recommending to a Provincial Local Government Officer a proposed project list; and receiving and considering annual reports and returns from the constituency. 

The WDC is a nonpartisan committee with the sole purpose of steering the developmental agenda at the grassroots and closer to the community. Members are elected into office through an elective process overseen by the Local Authority. Details of eligibility and functions
